เริ่มต้นปี 2563 ไปกับบุรินทร์เจอนี่ ที่จะพาคุณบินลัดไปถึงกรุงลอนดอน ประเทศอังกฤษ เพื่อเยี่ยมชมแผนการพัฒนาเมืองไปสู่ความยั่งยืน กับ “บุรินทร์เจอนี่ season 2 EP.1 ลอนดอน เอาจริงตั้งเป้าเมืองแห่งความยั่งยืน” จะมีอะไรน่าสนใจ ไปชมกันได้เลยครับ

บุรินทร์เจอนี่พาไปดูเรื่องความยั่งยืนของกรุงลอนดอน ประเทศอังกฤษ ว่าเขามีอะไรที่เป็นต้นแบบของความยั่งยืนบ้าง

องค์กรบริหารแห่งเมืองลอนดอน (City of London Corporation) ผู้ที่ปกครองกรุงลอนดอนขณะนี้ ได้มีการออกนโยบายมาเป็น 6 ข้อหลักๆ เพื่อปรับปรุงพัฒนาเมืองลอนดอนแห่งนี้ให้มีความยั่งยืนมากยิ่งขึ้น

นโยบายแรกก็คือ “Business and sustainable” ก็หมายความว่า ทุกๆ องค์กรธุรกิจ ต้องคำนึงถึงความยั่งยืน รวมถึงแผนในการเตรียมพร้อมสำหรับดูแลโลกใบนี้ และการสร้างความยั่งยืนให้กับสังคม ชุมชน อีกด้วย

นโยบายต่อมาคือ การแก้ไขปัญหาน้ำท่วม (Flooding) นั้นเอง ซึ่งปัจจุบันก็ยังมีปัญหาน้ำท่วมอยู่บ้าง แต่เมื่อเจอสถานการณ์ดังกล่าว ทางหน่วยงานก็ยังสามารถแก้ปัญหาได้ภายในเวลาไม่กี่นาที และเรื่องนี้ก็ถือเป็นประเด็นสำคัญที่ทางกรุงลอนดอนมุ่งเน้นเป็นพิเศษ เพื่อสร้างความยั่งยืนให้กับเมืองในอนาคต

และอีกหนึ่งนโยบายก็คือเรื่องของการออกแบบสถาปัตยกรรม (Sustainable Design) หรือการออกแบบโครงสร้างที่จะเกิดขึ้นจากนี้ จะต้องเป็นมิตรกับสิ่งแวดล้อม และมีความยั่งยืนด้วย ไม่ว่าจะเป็นตึกรามบ้านช่อง อาคารต่างๆ รวมทั้งพื้นที่ลานกว้างด้วย

นอกจากนี้การใช้พลังงานก็ต้องสามารถใช้งานได้อย่างมีประสิทธิภาพด้วย สามารถควบคุมมลพิษที่ปล่อยออกไปในอากาศ (Low Emissions) ได้อีกด้วย

นอกจาการพัฒนาเมืองไปสู่ความยั่งยืน นโยบายในการจัดซื้อจัดจ้าง (Sustainable Procurement) ก็ถือว่าเป็นสิ่งที่มีความสำคัญ เนื่องจากว่าการจัดซื้อจัดจ้างในยุคนี้ต้องมีการเอื้ออำนวยในเรื่องของธุรกิจ หรือเทคโนโลยีที่เกี่ยวข้องกับความยั่งยืน รวมถึงเทคโนโลยีด้านสิ่งแวดล้อม การรักษ์โลกต่างๆ ก็ต้องมีการสนับสนุนให้ได้ใช้อย่างจริงจังด้วย

พูดถึงเรื่องการดูแลสิ่งแวดล้อมในกรุงลอนดอน ที่นี่มีนโยบายในเรื่องของการดูแลสิ่งแวดล้อมมาตั้งแต่อดีต ยกตัวอย่างตั้งแต่ปี 1952 เกิดปัญหาฝุ่นควันพิษ เป็นหมอกหนาจากมลภาวะจากมลพิษทางอากาศ เขาจึงต้องมีการบริหารจัดการในการแก้ไขปัญหาคุณภาพอากาศ (Air Quality) จนต้องมีการสนับสนุนให้มีการทำระบบขนส่งมวลชน ที่เป็นขนส่งสาธารณะให้มากขึ้น

BEECH STREET ซึ่งอยู่ใจกลางเมือง คือย่านเขตธุรกิจของกรุงลอนดอน และในพื้นที่แห่งนี้ เป็นพื้นที่ที่ปล่อยก๊าซคาร์บอนไดออกไซด์เยอะพอสมควรในแต่ละปี เพราะมีรถเข้าออกปริมาณมาก จนทำให้วันที่ 16 ธันวาคม 2019 กรุงลอนดอนได้มีนโยบายประกาศให้ BEECH STREET แห่งนี้ มีการปล่อยก๊าซคาร์บอนไดออกไซด์เป็นศูนย์ ภายในปี 2020 (ขณะนี้อยู่ในระหว่างการอนุมัติของการขนส่งแห่งกรุงลอนดอน) ถือเป็นถนนแห่งแรกของกรุงลอนดอนที่จะปลอดก๊าซคาร์บอนไดออกไซด์ และจะขยายออกไปในเขต One Square Mile แห่งนี้

นี่คือตัวอย่างจากกรุงลอนดอนเมืองเพียงเดียว ซึ่งมีนโยบายด้านความยั่งยืนที่หลากหลาย และพยายามที่จะพัฒนาเมืองให้มีความยั่งยืนได้ในระยะยาวคู่กับโลกใบนี้ และถือเป็นตัวอย่างหนึ่งที่จะสะท้อนไปถึงหน่วยงานภาครัฐ หรือ เมืองในกรุงเทพมหานคร และจังหวัดอื่นๆ ในประเทศไทยเองก็สามารถที่จะนำเอาโมเดลแบบนี้ไปใช้ต่อได้

คุณรู้หรือเปล่า ว่ากรุงลอนดอนมีต้นไม้ทั้งหมดมากกว่า 8 ล้านต้น

ครอบคลุมพื้นที่ของเมืองทั้งหมด 20 เปอร์เซ็นต์เลยทีเดียว

และจัดว่าเป็นเมืองที่มีต้นไม้เยอะที่สุดในโลกก็ว่าได้

Burin Journey went to explore sustainability of London, England.

That is a part of city’s policy. City of London Corporation just recently issued 6 measures to improve the city to be more sustainable.

One amongst policies of City of London Corporation regarding sustainability is Business and Sustainability. This means that all corporations must keep in mind on the sustainable issue including set aside plan to protect the world as well as to make society and community sustainable.

Another concerned policy of City of London Corporation is to tackle with flooding problem. Flooding still be there but can solve within minutes. Flooding is still be the concern of the city. Thus, to solve this will ensure for city sustainable in the future.

Next policy is about Sustainable Design. Architectural design or new construction at the city must be in line with eco-friendly and sustainable concept no matter they are buildings, towers or even open spaces. This includes energy consumption that must be in efficient way, able to control or reduce amount of toxic spread to the atmosphere.

Another aspect for sustainable city is sustainable procurement .This is a crucial thing. Procurement should be, beneficial for sustainable business or sustainable related technology, including environmental related technology. This should be promoted for implementation.

Regarding environmental protection of the city. This issue can be traced back to those old days. Such as in the year 1952 when, city faced with severe air pollution. The city tackled with toxic air since 1952, and this is why public transportation is promoted here.

Beech Street at the business district of London where carbon dioxide emission is very high due to busy traffic. Hence, on December 16, 2019. The City of London Corporation announced that by spring 2020, this will be UK’s first 24/7 zero emission street, pending for final approval of Transport for London.

It will be the first zero emission street of London. And this concept will be expanded to One Square Mile too.

Now, you will see that at London, many policies on sustainability issued as well as the effort put to make the city sustainable to harmoniously exist with this globe. Just be a case to encourage government sector or BMA and other provinces in the country to adopt for the better environment and our world.
